You can join from any Minecraft version, while the server itself runs on 1.12.2. Some version-related quirks are worth knowing: certain chunk-related actions, especially with clients like Meteor, may trigger kicks because of a server-version bug, and no-fall does not work, so landing while flying can still be fatal.
The current player cap is 20 and may change as the community grows.
