Minecraft modding servers run on Forge, Fabric, or similar loaders and are built around mods, not small server-side tweaks. You are not just getting extra commands. You are joining a pack-defined game: new resources and recipes, new mobs and dimensions, tech and magic systems, and a progression that expects you to learn how the pack works.
Most modded multiplayer revolves around a modpack, and the pack decides the pace. Kitchen sink packs are open-ended sandboxes where you pick your own projects.
