The best implementations make attackable status obvious, block safe-zone baiting, and spell out item loss so wins feel earned instead of exploitable.

What prevents people from turning PvP off to escape?
Combat tagging and cooldowns. A solid server blocks toggling while you are in combat, keeps you flagged for a short time after taking or dealing damage, and may punish combat logging.
Does optional PvP help economies and shopping districts?
Usually, yes. Safer travel means players are more willing to carry valuable items, restock shops, and use public infrastructure, which makes trading feel less like a gamble.
