What matters more for gameplay: lower ping or stable ping?

Stability. A steady 60 to 80 ms often feels better than 20 to 30 ms that constantly spikes, because spikes cause the worst symptoms: rubberbanding, delayed hits, and inconsistent interactions with doors, chests, and inventories.
